URA enhances accredited checker framework for complex projects from 2028

The Urban Redevelopment Authority (URA) has announced changes to the Accredited Checker (AC) framework, effective from September 2028. These updates aim to improve the checking of structural designs for larger and more complex projects. ACs and AC Organisations (ACOs) will be required to demonstrate relevant recent checking and design experience, as well as a good track record. Smaller and lower-risk projects will have requirements tailored to their risk level. A two-year transition period is in place before full implementation in September 2028. Contracts awarded before this period will not be affected. The Building and Construction Authority (BCA) will also extend the registration and renewal validity for ACs, ACOs, and Specialist ACs from 12 to 36 months starting in 2028. This change is intended to reduce administrative burdens.

What changes for contractors

The new framework requires ACs and ACOs to show they have the necessary experience and track record for complex projects. This ensures that professionals handling larger projects are well-equipped to provide robust structural reviews. Contractors will need to work with ACs who meet these updated criteria. The changes also include a Value Articulation Framework (VAF) developed by the Association of Consulting Engineers Singapore (ACES), which provides a common basis for discussing checking approaches and resources. This helps developers evaluate AC proposals more holistically, beyond just fees.

Key dates and next steps

The updated framework will be fully implemented in September 2028. A two-year transition period is in place to allow ACs and ACOs to adjust their practices. The BCA will extend registration and renewal validity for ACs, ACOs, and Specialist ACs from 12 to 36 months starting in 2028. The Value Articulation Framework (VAF) is expected to be used by developers and ACs to discuss project requirements and capabilities.

Why it matters. Contractors and ACs are directly affected by the updated framework, which requires them to demonstrate relevant experience and track record for complex projects.
