The Building and Construction Authority (BCA) announced during the Singapore Institute of Architects Design Awards 2026 that it will pilot a Resourcing Evaluation Guide (REG) for public sector construction-related consultancy service tenders. The guide is designed to create a more objective and transparent basis for tender assessment. Under the REG, tenderers will be required to break down their overall fees by proposed manpower resourcing and corresponding rates. They may reference the Singapore Institute of Architects’ Value Articulation Framework (VAF) to guide their assessment of key tasks and services involved. Government Procuring Entities (GPEs) will evaluate the proposed resourcing against project requirements and assess fees and proposal quality in line with the prevailing Quality Fee Method. The pilot will start from Q4 2026 for selected public sector projects. The BCA aims to refine the guide and strengthen quality-based procurement in Singapore based on feedback from the pilot.
