MOM introduces scaffold fire safety rules 2027 for contractors

The Ministry of Manpower (MOM) has updated scaffold fire safety rules for 2027, requiring shorter timber scaffold use and fire-retardant netting. These changes aim to reduce fire risks on construction sites and ensure workplace safety. The new rules will apply to projects starting from 1 March 2027.

What are the new scaffold fire safety rules?

Starting from 1 January 2027, the permissible duration for using timber scaffolds will be reduced from nine months to three months. This change is intended to mitigate fire risks associated with prolonged exposure to combustible materials. Exemptions may be granted on a case-by-case basis for projects facing technical constraints that prevent the use of alternative scaffolding types.

What changes for scaffold netting?

From 1 March 2027, scaffold netting used to envelop scaffolds erected outside buildings must meet fire-retardant specifications set by the Commissioner for Workplace Safety and Health. This requirement applies to all projects awarded on or after 1 March 2027, regardless of the scaffold material used. Manufacturers, suppliers, contractors, and workplace occupiers are responsible for ensuring the netting meets the required standards.

When will the new standards take effect?

Fire-retardant scaffold netting must also be certified by accredited bodies from 1 March 2028. This certification ensures independent verification of product compliance. Further details on the certification process will be shared before implementation.

Why it matters. Contractors and industry stakeholders are directly affected by the new scaffold fire safety rules, which require changes to project schedules, procurement, and contractual obligations to ensure compliance.
