BCA to pilot resourcing guide for public sector tenders

The Building and Construction Authority (BCA) will pilot a new Resourcing Evaluation Guide (REG) for selected public sector construction consultancy tenders starting in Q4 2026. The REG will require tenderers to provide a breakdown of their proposed manpower resourcing and corresponding rates as part of their submissions. This initiative aims to create a more objective and transparent basis for tender assessment by increasing visibility of the expertise and manpower planned for a project.

The REG complements the existing Quality Fee Method (QFM) framework, which evaluates both the quality and fee of proposals. Under the REG pilot, Government Procuring Entities (GPEs) will assess whether the proposed resourcing is commensurate with project requirements. The guide also encourages the use of digital solutions and artificial intelligence tools to enhance productivity.

The pilot will be implemented for selected public sector projects, with the BCA working closely with participating agencies and firms to gather feedback and refine the guide before wider implementation. This initiative is part of efforts to promote quality-based procurement and reward consultants that deliver quality services.
