Two New PBD Sites to Launch in 2026-2027

The Government has announced two new Purpose-Built Dormitory (PBD) sites to be launched in 2026-2027. These sites will add around 23,100 beds to the market. The first site, Lorong Lada Hitam 1, will be launched by Q1 2027 and will provide 15,000 beds. The second site, Jurong Apartments, will be launched in 2H 2027 and will provide 8,100 beds. The Government has also announced plans to operationalise four new Quick Build Dormitories (QBDs) providing around 16,000 beds in 2027. These measures are part of the Government’s continuous efforts to build up a sufficient supply of dormitory beds for migrant worker accommodation.

In addition to the new PBD sites, the Government will temporarily extend the leases of existing dormitories and facilitate Factory-Converted Dormitories (FCDs), Construction Temporary Quarters (CTQs), and Temporary Occupation Licence Quarters (TOLQs). The Ministry of Manpower (MOM) is also studying a temporary relaxation of the occupancy limits under the New Dormitory Standards. These measures are intended to meet employers’ demand for migrant worker accommodation while the PBD supply builds up.

The Government will update the industry on the dormitory supply pipeline on an annual basis to support industry planning and participation in upcoming tenders. The total number of beds added to the market between 2027 and the early 2030s is expected to reach around 71,500.
