URA and BCA strengthen home buyer protection rules 2026

URA and BCA have updated home buyer protection rules to enhance safeguards. The changes take effect on 31 December 2026. The new rules require housing developers to provide clearer and more comprehensive information to home buyers before collecting the booking fee. This includes details on project plans, developer track records, and maximum maintenance charges. The amendments also strengthen safeguards in sales contracts, aligning the start date of the Defects Liability Period with when home buyers take possession of their units. Developers must now disclose CONQUAS performance records and ensure construction aligns with approved plans. Home buyers will also receive refunds for interest paid on loans and legal fees if developers make substantive changes to approved plans after the sale.

Why it matters. Home buyers are directly affected by the updated rules, which enhance transparency and protection during the purchase process.

Key facts

  • Home buyers will receive clearer and more comprehensive information on properties before booking fees are collected
  • Defects Liability Period (DLP) for common property will be extended to 12 months from the start date
  • Maximum maintenance charge rates must be disclosed to home buyers via PDI, OTP, and S&PA
  • Developers must reimburse home buyers for interest paid on loans and legal fees if they make substantive changes to approved plans
  • The changes take effect on 31 December 2026
